Derelict vessel removal

Ineligible projects

  • Abandoned vessels not posing an immediate and / or serious environmental or public safety threat
  • Wrecked vessels not posing an immediate and / or serious environmental or public safety threat


A vessel is considered wrecked if it, or one of its parts, is:

  • sunk
  • partially sunk
  • adrift or ashore
  • stranded or grounded

Ineligible projects

  • Vessels posing an immediate and serious threat to public safety (because of fire or explosion). Call 911.
  • Vessels posing a potential, actual or immediate threat to the environment (e.g. leaking oil or other pollution). Contact the Canadian Coast Guard.
  • Vessels posing a potential, actual or immediate threat to safe navigation (makes navigation dangerous, blocks boats from passage). Contact Transport Canada’s Navigation Protection Program.
  • Ghost gear (e.g. abandoned, lost or otherwise discarded fishing and aquaculture gear that is beneath the surface). This is eligible under the federal Ghost Gear Fund.

Eligible expenses

Administrative costs

  • Project administrative fees including project management up to 5% of total budget

Planning costs

  • Costs associated with obtaining legal possession 
  • Research and assessments for identification of vessels to be removed
  • Surveys
  • Licenses, permits, and approvals 
  • Insurance
  • Costs incurred to be compliant with COVID-19 health and safety requirements
  • Honorariums

Removal costs

  • Specialized salvage / vessel removal operators (raising, securing and preparing the vessel) 

Disposal costs

  • Rental / lease / operator fees associated with specialized vessel, tug operators for removal of vessel
  • Disposal costs: demolition, dumping fees, environmental permits
  • Recycling fees (preferred)

Other activities deemed eligible prior to being incurred based on project assessment.

Ineligible expenses

  • All project-related expenses incurred prior to the date of the funding approval letter
  • Administration fees beyond 5% of total budget
  • Costs associated with day to day operations of an applicant’s business or organization
  • Costs that have been reimbursed or eligible for reimbursement under another provincial, federal or municipal cost sharing or grant program
  • GST, PST, or other items for which a refund or rebate is received
  • Duty or shipping costs
  • Any costs not associated with the direct implementation of the approved project

Transport Canada

For derelict vessel removal projects, please reach out to Transport Canada to receive legal authorization to assess, remove and/or dispose of each proposed vessel. We understand this process may take longer than the application window and ask that you provide details on the progress made to date in your proposal.
